Ltd.: ECS is a diverse consulting firm specializing in the related
fields of environmental, geotechnical and construction materials engineering.
ECS, Ltd. employs a staff of more than 700 people, including registered
professional engineers, geologists, environmental scientists, certified
laboratory technicians, construction inspectors, field engineers, computer
specialists and support personnel. ECS, Ltd. operates 24 full-service or
satellite offices in Virginia, Maryland, North Carolina, South Carolina,
Georgia, Texas, Florida and Illinois. The firm's services include providing
environmental services for characterizing the extent of contamination,
evaluating potential risks, determining remedial options, and conducting
cleanup activities. Numerous projects have been performed under voluntary
remediation programs (VRP). Other environmental services include regulatory
compliance, Phase I and II environmental site assessments, surveys, abatement
design and monitoring for asbestos and lead-based paint, wetlands delineations
and permitting.

Poole & Mahoney, P.C.: The law firm of Huff, Poole & Mahoney
is 25 attorneys strong with offices in Virginia Beach and Chesterfield,
Virginia. HPM offers its legal expertise in the areas of land use and Brownfield
regulations. HPM works closely with representatives of the DEQ to assure
successful completion of voluntary remediation programs and also provides
legal opinions as to third party liability based on data and opinions provided
by geotechnical experts.
The firm includes principal Bryan Plumlee, who specializes in the field
of land use litigation, and Paul R. Schmidt is an associate who is also
a trained geologist.
